Government

Penns Grove is governed under the Borough form of New Jersey municipal government. The government consists of a Mayor and a Borough Council comprising six council members, with all positions elected at large. A Mayor is elected directly by the voters to a four-year term of office. The Borough Council consists of six members elected to serve three-year terms on a staggered basis, with two seats coming up for election each year.

Penns Grove is in the Second Congressional District and is part of New Jersey’s 3rd Legislative District.

The Housing Office is open Monday – Friday 8:30am until 4:00pm.
The office provides Certificates of Occupancy for all housing and commercial units within the Borough when occupancy changes. Application needs to be made to the office prior to occupancy so that an inspection can be scheduled. The Borough follows the International Property Maintenance 2006 code. All residential rental units within the Borough of Penns Grove are to be registered with the Landlord Licensing Office on an Annual basis. Those units who have had long-term occupants may be contacted for a periodic inspection to ensure that the housing codes within the property are being met. If violations are found the owner has 30 days to make all necessary corrections and call the office to schedule a re-inspection.
